Dissolve jaggery in warm water. Strain to remove impurities.
Mix wheat flour with fennel seeds, cardamom powder, baking soda, and a pinch of salt.
Add mashed banana and the jaggery water. Mix to a thick batter — it should drop from a spoon slowly.
Rest for 10 minutes.
Heat oil in a deep kadai to medium temperature.
Drop spoonfuls of batter into hot oil carefully. Do not overcrowd.
Fry on medium heat until deep golden brown and cooked through, about 4–5 minutes.
